Brigade gets near-new fire truck Beachlands Volunteer Fire Brigade has taken ownership of a nearnew fire truck. The European IVECO Type 2 appliance is barely five years old and comes with stateof-the-art equipment and features. It comes to Beachlands from the Tuakau fire brigade Its most important feature is the 1800 litres water capacity. It also carries foam, which when mixed with water, makes the water last three times longer – vital for a community that has no reticulated water. This compares with the Dennis truck it is replacing that had 1400 litres of capacity and no foam. The Dennis has now gone to Mt Maunganui where it will be used as a spare appliance. “The crew is very grateful to receive it. They have already had a full day’s training as it comes with a number of different features,” says Chief Fire Officer

Fun events all part of Clevedon’s DNA THE EDITOR SAYS BY DUNCAN PARDON duncan@pctimes.co.nz I would loved to have taken part in Clevedon’s “A Day in the Rough” golf challenge last weekend. Staged as a fundraiser for the Clevedon Paddling Club, the event involved farmers and land owners creating their own golf holes and giving golfers the chance to play some of the most bizarre and challenging drives you could ever come across. I couldn’t play because - by an odd coincidence - I was playing in a golf charity fundraiser for Downs Syndrome at the Manukau Golf Club on the same day, also an enjoyable day for a worthwhile cause. But I continue to marvel at Clevedon people when it comes to innovation and excellence. Over the years I’ve attended , or reported on, some amazing fundraisers and charity events put on by Clevedonites. For many years I took part in the Clevedon Tennis

Club’s tournament which involves playing on private courts around the district, of which there are a surprising number. The day starts with a huge breakfast, followed by several rounds of tennis, all at different venues, and concludes with a big dinner. It’s a great chance to play on a variety of court surfaces in some extremely picturesque locations. Back in the day when garden rambles were all the thing, Clevedon put on an excellent garden ramble that took in many of its spectacular lifestyle properties. It’s nice to see garden rambles coming back into vogue again. Then there’s the Auntsfield Four Legged race, a multi sport event with a distinctive Clevedon flavour, staged across private properties and the river. And there are the more conventional events: the annual Guy Fawkes night, the A & P Show and the Clevedon Santa Parade. Even after all these years these events continue to be heaps of fun and always offer something a bit different. Clevedon people also seem to have the ability to take old ideas and make them better, such as the Clevedon School PTA’s new cookbook which takes school cookbooks to a whole new level.

Excellence and innovation…it’s in Clevedon’s DNA. But, of course, all our district’s villages have their own distinctive events which often reflect the nature of the communities themselves. At the risk of forcing a metaphor, perhaps the Beachlands trolley derby can be seen as a symbol of the village’s rapidly increasing pace of life. Out at Orere Point it’s all about the fishing contest – and so it should be! At Kawakawa Bay it’s boating and the annual raft race. Out in the more far-flung rural areas such as Hunua and Paparimu events have tended to take on a distinctly rural feel _ possum hunts, eel catching and so on. Many years ago I remember Hunua staging a duck race on the river. Hundreds of numbered plastic ducks were released in the current, Pooh-sticks fashion, with prizes for the owners of the winning duck. Brilliant! The point I am making in a somewhat round-about way, is that each of our villages is different and distinctive. As more and more housing makes the distance between them less and less, it’s important we work to retain the characteristics that make them what they are.

Rotary sundial officially opened The long awaited Pohutukawa Coast Rotary human sundial was officially unveiled last weekend on the Rotary Centennial Circuit along the public walkway from Beachlands to Te Puru. The unusual sunclock also called an analamatic sundial, uses a human as a gnomon to tell the time in any month of the year. It was commissioned by the local Rotary club as a gift to the community. The Beachlands-Maraetai and Districts Historical Society came on board with the idea and offered to donate 140 bricks, originally made at the Granger Brickworks at Whitford, as a means of preserving their historical significance to the area. An initial concept design was provided by art students from St Knteigern’s college. It was later modified to incorporate a mosaic coastal scene complete with gulf islands, pohutukawa and tui. Mosaic artist and tiler Craig Brooking was commissioned to create the sundial. The structure also incorporates seating overlooking the water with a memorial wall behind constructed from Granger bricks. “I think it is stunning and a lovely and unusual asset for our area,” says Rotary chairperson Brian Brook of the finished sundial. Franklin local board member Malcolm Bell officially opened the sundial in front of a small group of guests and onlookers. In the New Year, Rotary will be selling space for commemorative plaques to be attached to the memorial wall.

I am writing as I am sick of irresponsible dog owners in Beachlands and Maraetai. Don’t get me wrong I love dogs, it is the owners I have a problem with. My mother’s poor elderly 15 year old cat was minding its own business sleeping on the front porch when a terrier being walked off a lead down First View Ave attacked him. My mother came out to see what the noise was about, the owner swiftly put the dog on a lead and when confronted was told sorry is all you are going to get. This sort of arrogant behaviour gives dog owners a bad rap. If this was a small child playing at the front of a property, this would have been a whole different story. We have lovely places to walk our dogs in the area, and see no need to walk your dog on the streets off a leash. It runs the risk of having your dog hit by a car, or causing a nuisance to the public. Busy time for fire brigade The Beachlands Volunteer Fire Brigade has been busy over the past few weeks but, surprisingly, none of the calls were fireworks related. At 1pm on November 2 the brigade was called to a microwave fire at a Maraetai address. A quick thinking visitor had left the door closed resulting in the fire being self extinguishment due to the lack of air. Later that day two ap-

pliances were called to a diesel spill at Whitford. On November 4 at 10.15pm, two appliances and the support van were called to Sunkist Bay for a car dangling off the bank. The brigade, with the assistance of a passerby’s 4x4, was able to pull the car to safety. No -one was hurt. On November 9 at 11.55pm, two appliances were called to a scrub

fire in Turanga Road. This was started by hot embers coming out of an incinerator. On November 15 at 3.12pm an appliance was called to power lines down on First View Ave, Beachalnds. This was found to be a phone line. Last Friday at midnight the brigade sent two of its trucks to an alarm in Omana. The alarm was of the type

Dealing with the elephant in the room YOUR COUNCILLOR SAYS BY BILL CASHMORE Auckland councillor for Franklin Auckland Council’s Long Term Plan (LTP) is the financial blueprint for 10 years. This determines what we pay in rates and fees to council, what we build, parks, community facilities, sports fields, roads, public transport, waterlines and all the rest.

The LTP is reviewed every three years. The last LTP, the first one the new Auckland Council produced, was based upon the legacy councils’ plans and their aspirations of what they wanted to build. It could be fair to say that there was a degree of high aspiration and po-

tential expectation built into the legacy plans and the average rate increase planned for was in the vicinity of 4.9% with some as high as 9.1%. We are currently rebuilding the LTP as part of the three-year review process. The review enables Auckland Council to put more accuracy and definition into the plan to ensure its relevance. The elephant in the room is the gap between what the first LTP delivered, with average rate increases of 2.5%, and the level of expectation that was indicated by that LTP predicated upon increases of 4.9%. This was growing by $300 million a year. Clearly action had to be taken and we are currently addressing that. Figure 1 illustrates these points. The gold line is the level of expectation in the first LTP. The green line is what has been delivered with rate increases of 2.5%. That level of delivery has been enabled by year on year savings of $140 million per year, almost $500 million to date. If those savings had not been achieved then the actual delivery of projects would have been the red line, which would have been not good at all. The Council spend on new projects over the past four years has averaged $1.2 billion a year which historically is unequalled. This capital spend is debt funded and the interest serviced by income. Depreciation is funded at 63% with that

This will mean when an asset we have built needs replacing the funding is there to pay for that rebuild – basically the same as paying off debt. Council debt is something that many of us are concerned about. There does, however, need to be some context put around the numbers. Council assets carry a value of over $40 billion. Income totals $3.3 billion annually, with $1.4 billion from rates with fees and charges making up the difference. Fees and charges have moved to a more cost recovery mode which puts a spot light on Council costs with the ensuing focus on efficiency gain potential. Total Council debt as a percentage of assets is 20%. Interest payments as a percentage of income is 12%.

(The Office of Auditor General guideline is a maximum of 20%). The average house debt profile would probably be not as good as this and many businesses run far higher percentages. We are still working on the priorities and projects that Auckland Council will undertake over the next 10 years and how that will be funded. The desire to do more will have to be tempered with the reality of how it is going to be paid for: the level of rates, Uniform Annual Charge setting, debt profiles. There has been media comment around a couple of other areas that need to have some context put around them. The first is the refurbished council offices at 135 Albert Street. This is the old ASB building purchased by Council last term for $100 million. Around $54 million has been spent on refurbishment. It was

tired and run down. The current valuation of the building is $200 million. The savings that will accrue to council as we move most of the staff in to the building and surrender leases on the old accommodation add up to a further $100 million over 10 years. Not bad at all. The other areas that can be covered here is staff numbers. There has been comment that staff head count has increased. It has by 3.5%. There are currently 11,133 people employed by the Auckland Council group. Why has the number gone up? Let’s look at an example. Animal management used to be contracted out. It has now been brought

in-house with around 22 staff employed and vehicles leased. This means an annual saving to Council of $850,000. In other areas consultant costs have been halved with more work done inside the Council. Even larger in-housing processes have occurred within the CCOs including Ports of Auckland. The real bottom line is those annual savings year on year of $140 million. That is what counts in the efficiency drive. When the draft LTP is published and opened up for submissions there will be a follow up article giving some explanations and possible points you may want to think about.

Happy 80th birthday Beachlands School! Beachlands School has been the centre of the community for 80 years and over 90 guests attended a jubilee birthday lunch last Saturday - part of a weekend of celebration The importance of the school to the wider community was a theme that several speakers touched on during the lunch, held in a large marquee alongside the school hall. “When the school opened it was at the centre of a new subdivision. It is still the centre of the community. It’s not just about education but a huge collection of relationships that shape our future,” said MC for the lunch, Belinda Matthews, whose own family attended the school as well as being involved in the PTA and Board of Trustees. The school has existed on two sites, the first in the old house on the corner of Hawke Cres (which is still there) before moving to the present site in 1949. Chairwoman of the jubilee committee, Audrey Turkington, said the school had taken 1934 as the founding date on the basis of an inspectors report dating from that year. Current principal Brian Gower said good teachers had a huge influence on students for the rest of their lives and he was always surprised at what past students were able to recall about their teachers many decades later. He, too, emphasised the importance of the school as a meeting place for the wider community. Looking to the future, he said there were big challenges ahead for the Board of Trustees with a school roll of 595 by the end of this year and as many as 1500 by the 2020s. “We are a Decile Z school. In other words, if there was such a thing as Decile 11, we would be it,” he said, referring to the ranking system that saw a school’s funding based on the average household incomes of their community - Decile 10 being the highest. Hunua MP Andrew Bayly spoke next: “I am well aware this is a high growth area and am doing work with Brian on that now,” he said. David Clark, former Beachlands School student and now Labour MP for Dunedin North, took a trip down memory lane and talked about playing marbles in “marble gully “ the area of the school now occupied by the gardens; cross country races at Omana Regional Park; the big playground and tree hut on

the area where the hall now stands; and the school’s enviable reputation in athletics, with considerable success at the national schools’ championships. Former student Natasha Murray paid tribute to former senior school teacher and Maraetai resident Kris Burden, and the influence she had on Natasha’s life. “She was one of the most influential people in my life - everything a good leader should be.” Kylie Biggs, who attended as a student and returned in 2010 as a teacher, spoke of her long association with the school and also reminisced about “marble gully”, games of bullrush and “the knucklescraping school pool.” An 80th birthday cake was cut by Lionel Town the oldest former student attending the weekend, having been a student at the Hawke Cres site in 1947; and Harry Reid the youngest current student. On the Friday night there was a “nibbles and natter” evening and the chance for former students, teachers PTA and Board members to get re-acquainted. There was a display of old class photos in the library and hall. The weekend concluded with an informal dinner at the Maraetai Beach Boating Club. Tough job for talent judges “And the winner of this year’s Talent Show is…?” Everyone sat in awe as the judges asked for a drum roll. Out of the eight finalists’ act, only three would be chosen for places. Every year at Beachlands School students audition to win the golden trophy. There were singers, dancers, comedians and many more. This year, there were also performances from the Dance Corner, the Hashtag Neons and Room 7 and 18. Finally, the judges announced the winning acts: 1st place – Alex Phillips and Keaton Smith,

who sang a remix of songs with James Hamill on the piano; 2nd place – Joe Jones, singing I See Fire with guitar; and 3rd place

CAR THEFTS: Offenders targetted the same

make and model of vehicle in two overnight car thefts in Beachlands last Saturday. There was also another attempted car theft on the same night. Two Subaru Forresters were stolen from First View Ave and Third View Ave. One was parked in a driveway, the other in a carport. A third Subaru was broken into in Hawke Crescent. Both the stolen vehicles were later recovered in Otara.

Survey of Wairoa whitebait Volunteers from the Wairoa River Landcare group have been busy this year working with Wai Care to halt the decline in whitebait numbers by identifying suitable inanga spawning habitat along the lower reaches of the Wairoa River, in and around Clevedon. The Group is made up of volunteers dedicated to restoring the Wairoa River catchment by removing pest plant species such as willow, carrying out streamside planting to restore native vegetation and helping reduce bank erosion. By identifying sites with the potential for inanga (whitebait) spawning, or locating actual spawning sites, Wai Care and the Wairoa River Landcare group hope to get a better idea of how inanga are faring in the catchment. If suitable sites are found, the aim is to work with willing landowners to protect and restore them and give this declining species a helping hand. Inanga (Galaxias maculatus) are one of five native freshwater fish species that make up a

whitebait catch. Inanga are the most common of the five species and therefore juvenile inanga make up over 80% of a catch. Unfortunately, inanga are listed as ‘at risk, declining’ by the Department of Conservation. If nothing is done to halt this decline, whitebait fishing may become a thing of the past. Historically, locals harvested whitebait in the Wairoa River and its tributaries but the catchment has changed greatly over the last two centuries. Migratory fish now have a huge barrier to migration in the upper catchment (the Hunua dams), in addition to loss of suitable spawning and rearing habitat in the lower catchment, through draining of wetlands, trampling of streamside vegetation by livestock and stream bank erosion. Inanga in focus Inanga are are diadromous, which means they spend part of their life in freshwater and part in the ocean. Adults spawn at the peak of the spring high tides in autumn and use dense, flooded vegetation

(such as grasses, sedges and rushes) on stream banks to lay their eggs, but only where saltwater meets fresh (known as the ‘tidal toe’ or ‘saline wedge’). This vegetation is preferred as it stays moist and provides protection for the eggs once the water has receded. The eggs hatch at the spring high tide inundation the following month and the young fish are carried out to sea by the outgoing tide, where they live for four to six months feeding on microscopic plankton. Juveniles return to freshwater in spring and summer and migrate up the catchment. When they have reached maturity, they migrate back down stream in the autumn to breed and then die. As a result, inanga are vulnerable to barriers such as perched culverts and dams, as well as habitat disturbance and loss. In November another survey is planned in the Taitaia Stream – which runs past Camp Sladdin at Clevedon.
